Inclusion Europe argues that public money must be conditional on respecting the rights of people with intellectual disabilities, as guaranteed by the UN Convention on the Rights of Persons with Disabilities (CRPD).
But, public money is sometimes used to support segregation. Despite EU regulations and guidance encouraging investment in independent living and inclusion, segregating practices like funding institutions persist.
